On December 20, 2025, the release ceremony of the 7th Belt and Road Initiative Legal Service Exemplary Cases was held in Beijing, hosted by Legal Daily.

At the ceremony, Dacheng Shanghai Law Office was honored with two awards in recognition of its strategic legal presence and professional strengths along the Belt and Road Initiative. One matter—providing comprehensive legal services for SAIC Motor's automotive and auto parts import and export business expansion project in Brazil, including ensuring the lawful and compliant establishment of its subsidiary—was recognized as an exemplary case in the Belt and Road Investment category. Another matter—providing key compliance support for an international financial institution in the successful issuance of Panda Bonds and Free Trade Zone bonds—was selected as an exemplary case in the Belt and Road Compliance Legal Services category.

Chen Feng is a First-Class Lawyer and serves as Vice Chairman of the China Advisory Committee and Partner at Beijing Dacheng Law Offices, LLP. He is a Representative to the 11th Shanghai Municipal Congress of the Communist Party of China and a Deputy to the 15th and 16th Shanghai Municipal People's Congress.
He holds several prominent academic and professional positions, including Vice Chairman of the Belt and Road Legal Research Committee and Vice Chairman of the Case Law Research Committee of the Shanghai Law Society. Mr. Chen also serves as an arbitrator for leading institutions such as the China International Economic and Trade Arbitration Commission (CIETAC), Shanghai International Economic and Trade Arbitration Commission (SHIAC), and Shanghai Arbitration Commission (SHAC). He is a Consulting Expert on Civil and Administrative Litigation Supervision Cases of the Supreme People's Procuratorate, a member of the Legal Expert Panel of the Shanghai Municipal People's Congress, a Part-time Master's Supervisor at the Graduate School of East China University of Political Science and Law (ECUPL), and a Part-time Professor at the Dishui Lake Advanced Institute of Finance, Shanghai University of Finance and Economics (SUFE), among other roles.
Mr. Chen Feng has extensive experience in cross-border legal services. He has been deeply involved in overseas projects across multiple industries, including infrastructure and energy, automotive and new energy, and international market expansion in the pan-entertainment and cultural sectors. His practice spans over 30 countries, covering key markets in Europe, North America, Asia, Africa, and Oceania. Leveraging a stable network of international top law firm partners, he provides clients with seamless legal support for enterprise globalization.
As Vice Chairman of the Shanghai Law Society Belt and Road Legal Research Committee, Mr. Chen Feng combines a deep understanding of national strategic legal needs with practical implementation. He advises Chinese enterprises on overseas projects along the Belt and Road, spanning major infrastructure and energy projects, the photovoltaic industry, and the automotive sector. Chen Sheng holds a Ph.D. in Law and completed a postdoctoral fellowship in Economics. He previously worked at the People's Bank of China and the National Financial Regulatory Administration (formerly the China Banking Regulatory Commission), focusing on the supervision of foreign financial institutions, financial legislation, and regulation of innovative financial businesses. He has been recognized in the Bankruptcy & Reorganization field by The Legal 500 (2026), selected as one of the Top 15 Preferred Lawyers for General Counsel of Central SOEs (Legal Hall of Fame, 2025), and included in China Business Law Journal's A-List: Growth Drivers (PRC Law, 2024–2025). Mr. Chen has also been invited to speak on China's financial legal system, regulatory framework, and financial sector reform and opening-up by international institutions including the International Monetary Fund, the World Bank, the European Central Bank, the UK Prudential Regulation Authority, and the Deutsche Bundesbank.
To further implement the principle of coordinating the advancement of domestic rule of law and foreign-related rule of law and respond to the call to promote high-quality Belt and Road cooperation with solid and sustained progress, Legal Daily launched in August 2025 the 7th Belt and Road Initiative Legal Service Exemplary Cases campaign. The initiative aimed to pool collective wisdom and practical experience in Belt and Road legal services, highlight the guiding value of landmark cases, and support the development of a law-based business environment. This edition received 321 submissions from frontline legal practitioners. Each project demonstrates the professional excellence and unwavering dedication of Chinese legal professionals serving the global market. Together, these cases paint a vivid picture of Belt and Road rule-of-law development, showcasing achievements at a higher level and across a broader scope.
