On December 20, 2025, the release ceremony for the seventh edition of the ‘Belt and Road Initiative Exemplary Legal Services Cases’ was held in Beijing, hosted by the Legal Daily.

 

 

At this ceremony, Dacheng Shanghai Law Office was honored with two awards, leveraging its strategic legal network and professional expertise along the Belt and Road routes. One case, “Providing comprehensive legal services for SAIC Motor's automotive and parts import-export business expansion project in Brazil, ensuring the legality and compliance of subsidiary establishment procedures” was selected as an exemplary case in the “Belt and Road Investment” category. Another case, “Providing key compliance support for an international financial institution's successful issuance of Panda Bonds and Free Trade Zone Bonds” was selected as an exemplary case in the “Belt and Road Compliance Legal Services” category.

Chen Feng, a First-class Lawyer, serves as Vice Chairman of the China Advisory Committee and Partner at Beijing Dacheng Law Offices, LLP. He is a Representative to the 11th Shanghai Municipal Congress of the Communist Party of China and a Deputy to the 15th and 16th Shanghai Municipal People's Congress. His academic roles include Vice President of the Shanghai Law Society Belt and Road Legal Research Committee and Shanghai Law Society Belt and Road Case Law Research Committee. He acts as an arbitrator for multiple institutions including the China International Economic and Trade Arbitration Commission (CIETAC), Shanghai International Economic and Trade Arbitration Commission (SHIAC), and Shanghai Arbitration Commission (SHAC). He is also a Consultant Expert on Civil and Administrative Litigation Supervision Cases of the Supreme People’s Procuratorate, a member of the Shanghai Municipal People's Congress Legal Expert Panel, a Part-time Master's Supervisor at Graduate School of East China University of Political Science and Law, and a Part-time Professor at the Shanghai University of Finance and Economics Dishui Lake Advanced Institute of Finance, among other positions.

 

Mr. Chen Feng has been working in the field of cross-border legal services for many years, and with his cutting-edge practice in the industries, he has been deeply involved in the overseas projects of infrastructure and energy, automobile and new energy industry chain, and international market expansion in the field of pan-entertainment and culture, etc. His practice scope covers more than 30 countries around the world, covering key markets such as Europe, North America, Asia, Africa and Oceania. Relying on the stable cooperation network with many international top law firms, he has provided seamless legal support for enterprise globalization.

 

As the vice president of the Shanghai Law Society Belt and Road Legal Research Committee, Mr. Chen Feng not only deeply understands the legal needs of the national strategy, but also puts it into practice. From major infrastructure and energy projects as well as the photovoltaic industry to the automotive sector in countries along the Belt and Road, he provides Chinese enterprises with full-chain legal support for their “going global” efforts — covering compliance for initial product exports and the establishment of overseas marketing networks, through today’s increasingly complex overseas localization of production, joint ventures and cooperation, and technology licensing, and extending to the handling of a growing number of cross-border intellectual property and commercial disputes. Mr. Chen excels at navigating complex cross-border commercial structures. Mr. Chen Feng has been honored with numerous prestigious awards, including “National Outstanding Lawyer” by the Ministry of Justice of China and by the All China Lawyers Association, the title of “Oriental Grand Lawyer,” “Shanghai Outstanding Lawyer,” and the Shanghai May 1st Labor Medal. Chen Sheng holds a Ph.D. in Law and has completed a postdoctoral fellowship in Economics. He previously worked at the People’s Bank of China and the National Financial Regulatory Administration (formerly the China Banking Regulatory Commission), where he was engaged in the supervision of foreign-funded financial institutions, financial legislation, and the regulation of innovative financial businesses. He has been named as “Recommended Lawyers in Bankruptcy & Reorganization 2026” by The Legal 500, selected as one of “Legal Hall of Fame: Top 15 Preferred Lawyers for General Counsel of Central SOEs” in 2025, and recognized in China Business Law Journal’s “A-List: Growth Drivers (PRC Law) 2024–2025. In addition, Mr. Chen has been invited to speak by the International Monetary Fund, the World Bank, the European Central Bank, the UK Prudential Regulation Authority, and the Deutsche Bundesbank on China’s financial legal system, regulatory framework, and the reform and opening-up of the financial sector.

 

 

To further implement the principle of “coordinating the advancement of domestic rule of law and foreign-related rule of law,” respond to the call to “promote high-quality Belt and Road cooperation with solid and sustained progress,” and better pool the collective wisdom and practical experience of Belt and Road legal services, strengthen the exemplary and guiding role of landmark cases, and contribute to the development of a law-based business environment, in August 2025, Legal Daily launched the publicity and call for submissions for the Seventh Belt and Road Initiative Legal Service Exemplary Cases. This edition attracted 321 submissions from frontline legal practice. Each project embodies the professional excellence and unwavering commitment of Chinese legal professionals serving the global market. Together, they portray a magnificent picture of Belt and Road rule-of-law development at a higher level and across broader dimensions.
