Detailed introduction
After graduating from Shanghai Jiao Tong University with a bachelor's degree in law and economics and a master's degree in law, William Zhou started his career at Beijing Dacheng Law Offices, LLP (Shanghai), and now he becomes a partner of the firm, also a mediator of Shanghai Financial Consumer Dispute Mediation Centre, and a contracted lecturer of Zhi10.com. He specializes in Dispute Resolution, Cybersecurity and Data Compliance, and Corporate and Commercial Affairs.
William has authored many professional articles including “On the Mode of Claim Confirmation in Bankruptcy Proceedings”, “Determination and Analysis of the Effectiveness of Financial Lease Contracts”, “Talking about Spider and Compliance”, etc. He has co-authored practical guidelines such as “Compliance Guidelines of Data Security Law”, “Compliance Guidelines of Personal Information Protection Law”, “100 Wants to Know About AIGC” with team lawyers. The professional book he co-authored “Legal Practice Explained in Corporate Litigation” was published by Law Press China and was well received by the public.
In addition to traditional law practice, William also participates in the research work in many new scientific fields, and he is now focusing his attention on personal information protection and data compliance, artificial intelligence, big data, cybersecurity and many other emerging fields to conduct relevant legal research based on his good understanding of technologies.

- Successfully represented a well-known international dairy company in a distribution contract dispute against a dairy company in Shanghai will client's all claims supported by the court;
- Successfully represented a large dot-com company in the litigation involving a dispute over data leakage between the platform and its suppliers and supported the client to achieve a satisfactory result;
- Represented a well-known e-commerce platform in a number of cases involving consumers, merchants, and suppliers, and achieved satisfactory results for the client;
- Successfully represented a subsidiary of a bank in a dispute over a product promotion contract with legal opinion adopted by the court and client’s core claims supported;
- Represented a well-known lending platform in a contract dispute with a renowned consumer finance company with legal opinion adopted by the court and all client's claims supported;
- Handled the first personal information protection dispute in Shanghai with legal opinion highly recognized by the client and adopted by the court;
- Represented a foreign-funded financial leasing company in quite a few financial leasing disputes, providing whole-process legal services from case filing, preservation, first instance, second instance, to final enforcement.
Cybersecurity and Data Compliance
- Providing data compliance risk identification and investigation services for many enterprises, including, without limitation, the improvement of the user interaction agreement, internal compliance system, suppliers’ compliance control, the protection of employees' personal information, etc.;
- Providing the general farmwork design and improvement of consumers’ interaction documents service for many clients who has many channels and business-scenarios in daily operation, and the scope of work including reviewing and revising privacy policy, user agreement, cookies policy, individual consent authorization document, permission list, personal information handling list, third-party information sharing list, etc.;
- Provided emergency response services for an internationally renowned dairy company in the event of cybersecurity risks, and achieved high recognition from the client;
- Providing standard contract for personal information cross-border transfer filing services (commonly known as SCC filing) for enterprises including a multinational automobile company, an internationally renowned manufacturing company, a Chinese financial company, etc., and successfully completing the filing formalities in Shanghai, Beijing, Jiangsu, and other major cities;
- Providing data compliance consulting services for numerous cross-border products of technology companies;
- Providing personal information cross-border transfer security assessment declaration services and successfully completing the declaration formalities for companies including an international insurance company and an international reinsurance company;
- Providing training on data security and personal information protection for large companies including, without limitation, China UMS, Yuexiu Group, Shanghai Rural Commercial Bank, China Mobile.
